who can blame the poorest? all they got are promises of better health services from the government. apparently, the funds are siphoned by those HIGH RANKING OFFICIALS whose sadistic and narcissistic appetite for power are beyond cure. isn't it but fitting that deprived ones  also pay their hospital dues with "promises". (buti na lang, may iniwan pa na cellphone.)
